Teachers’ employer Teachers Service Commission TSC will appear before parliament to explain to National Assembly Education committee why promotion of teachers has delayed.
This was revealed by Chairperson of the Education Committee, Tinderet MP Julius Melly.
The legislature said that the committee’s top agenda will be to address the welfare of teachers particularly promotions.
Earlier this week, 10 Departmental Committees’ of the National Assembly elected their respective leadership through consensus with each chairperson stipulating key agendas for his committee.
Tinderet MP Julius Melly was elected unopposed by the education committee members and will be deputized by Malava MP Maluli Injendi.
Promotion of teachers by TSC is based on existing schemes of Service i.e the TSC Career Progression Guidelines (CPG) and/ or the Collective Bargaining Agreements (CBAs).
The Commission shall in promoting a teacher, consider the Appraisal Reports (Teachers Performance and Appraisal Development TPAD) submitted on termly basis.
Promotion of teachers is done in three different ways:
Promotion on common cadre establishment
Promotion through Teacher Proficiency Course (TPC)
Promotion through competitive selection
Promotion on common cadre establishment
This applies to a category of teachers who may move from one job group to another without the need for a competitive selection process or availability of vacancies, provided they meet the minimum qualifications for the grade.
This involves teachers in Job Group J (C1), K (C2) and L (C3). Promotion from Job Group J to K and K to L is done after three years satisfactory performance.
