TSC Re-advertises More Secretariat Posts; How To Apply, Deadline, Basic Salary

The Commission wishes to fill vacant positions internally following exits of Staff. Applications are invited from qualified serving officers to fill the posts.

 1.DIRECTOR – TEACHER MANAGEMENT (FIELD SERVICES/DISCIPLINE)  JOB GRADE TSC 3 – POST (1)

Requirements for appointment

For appointment to this grade, an officer must have: –

  • Served in the grade of Deputy Director, Teacher Management, for a minimum period of three (3) years or in a comparable position for a continuous period of fifteen (15) years;
  • Bachelor of Education or Bachelor’s degree and a Post Graduate

Diploma in Education from a recognized institution;

  • Masters of Education from a recognized institution;
  • Certificate in Leadership Course lasting not less than four (4) weeks from a recognized institution;
  • Certificate in computer application skills;
  • Met the requirements of Chapter six (6) of the Constitution; and
  • Demonstrated merit and ability as reflected in work performance and results.

Duties and Responsibilities

This Director Teacher Management (Field Services/Discipline) will be answerable to the Commission Secretary for management of disciplinary control of TSC employees.  

Duties and responsibilities will entail: –

  • coordinating the development and implementation of policies, strategies and procedures on discipline and field services;
  • spearheading compliance with Teachers Service Commission regulations and policies to enhance teacher and staff discipline;
  • overseeing the development and maintenance of discipline database;
  • developing the operational plan for the field offices;
  • coordinating the management of discipline function in the field;
  • handling and responding to queries and issues from the field offices;
  • preparing and presenting proposals to the Commission on matters affecting discipline and field services for direction and guidance.
  • providing leadership in mentoring and coaching of Directorate staff; spearheading the development of the Directorate’s work plans and budgets; overseeing appraisal of staff in the Directorate; and
  • ensuring optimal utilization of allocated resources in the Directorate.

The terms and remuneration benefits for this Grade: 

Basic Salary Scale: Kshs.328,006 – Kshs.416,568

House Allowance: Kshs.60,000

Commuter Allowance: Kshs.20,000

Leave Allowance: As provided in TSC Secretariat

 2.   DIRECTOR OPERATIONS TSC JOB GRADE 3 – POST (1)

 Requirements for appointment  

For appointment to this grade an officer must have: –

  • Served in the Grade of Deputy Director in any of the following Directorates;

Staffing, Field Services, Quality Assurance and Standards, Finance and Accounts, Administration Services, Legal, Labour and Industrial Relations or Human Resource Management and Development for a minimum period of three (3) years;

  • Bachelor degree in any of the following areas; Education, Accounting,

Finance, Social Sciences, Human Resources, Law or Public Administration; (iii) Master’s degree in any of the following areas; Education, Accounting,

Finance, Social Sciences, Human Resources, Law or Public Administration;

  • Certificate in leadership course lasting not less than four (4) weeks from a recognized institution;
  • Certificate in computer applications skills;
  • Met the requirements of Chapter Six (6) of the Constitution; and
  • Demonstrated merit and ability in work performance and Results.

 Duties and Responsibilities

Duties and responsibilities will entail:

  • Coordinate the preparation and presentations of Board Papers, Briefs, and

Reports in liaison with the relevant Directorates and Divisions of the Commission;

  • Coordinate and liaise with the relevant stakeholders on behalf of the office of the Commission Secretary;
  • Make follow up on all instructions issued by the Commission Secretary and initiate action points as appropriate feedback;
  • Advisor to the Commission Secretary and the Senior Management Team on the operations of the Commission;
  • Review and ensure quality control and high-quality standards of all outputs and communication including reports and presentations that emanate from the Commission Secretary;
  • Participate in or lead taskforces, working groups and meetings on behalf of the Commission Secretary;
  • Represent the Commission Secretary in the Committees of the Board.

3.   ASSISTANT DIRECTOR, FINANCE, TSC JOB GRADE 6 – POST (1)

 

Requirements for appointment

For appointment to this grade, an officer must have: –

  • Served in the grade of Principal Finance Officer for a minimum period of three (3) years or served in a comparable position for a minimum continuous period of nine (9) years;

 

  • Kenya Certificate of Secondary Education (KCSE) Mean grade of C

(Plain);

 

  • Bachelor’s Degree in Commerce (Finance Option), Economics, Business Administration, Business Management or Finance from a recognized institution

OR

Any other relevant Bachelors degree with Certified Public Accountants (CPA) Part II/Accountant Certified Corporate Accountant (ACCA) Part II or Chartered Management Accounting or Chartered Financial Analyst Part II;

 

  • Masters Degree in any of the following; Economics, Finance, Business

Administration or in a related discipline from a recognized institution;

 

  • Certified course in public sector financial management lasting not less than four (4) weeks from a recognized institution;

 

  • Certified Public Accountants (CPA) Part III/Accountant Certified Corporate Accountant (ACCA) Final or Chartered Management Accounting or Chartered Financial Analyst Final;

Duties and responsibilities

The Assistant Director Finance will report to the Deputy Director, Finance.

Duties and responsibilities will entail:-

  • preparing budget proposals, costs and solicit for funds for new capital development projects;
  • coordinating the general accounting and payables functions;
  • compiling and reviewing pending bills;
  • facilitating proper utilization, custody and maintenance of assets;
  • participating in preparation of sound financial policies;
  • evaluating public expenditure reviews for use by management;
  • reviewing and analyzing each item in the departmental proposals as recommended by the budget committee;
  • prepare financial commitments, issue of local purchase orders (LPOs) and Local Service orders (LSOs)
  • examining the expenditure and financial commitments reports to show the variances on the budget for further review by management;
  • preparing and submitting the income and expenditure reports to the controller of budget and the national treasury; and (xi) coaching and mentoring staff under the him/her.

For appointment to this grade an officer must have: –

  • Served in the grade of Principal Accountant for a minimum period of three (3) years or served in a comparable grade for a minimum continuous period of nine (9) years;

 

  • Kenya Certificate of Secondary Education (KCSE) Mean grade of C

(Plain);

 

  • Bachelors degree in any of the following disciplines: – Commerce (Accounting option), Business Administration (Accounting option) or equivalent qualification from a recognized institution;

 

(viii) Masters degree in any of the following disciplines: – Business Administration (Accounting option) or equivalent qualification from a recognized institution;

 

  • Certified Public Accountants (CPA) Part III or Association of Chartered Certified Accountants (A.C.C.A) Level III;
  • Certificate in Leadership Development Course lasting not less than four (4) weeks from a recognized institution;

  • responding to audit queries and following up of audit recommendations;
  • maintaining and updating fixed asset register;
  • preparing Commissions cash plans;

  • preparing the divisional budget plan;
  • mentoring, coaching and counselling staff;

  • Bachelor’s Degree in Human Resource Management; OR Bachelor’s Degree in Social Sciences plus a Diploma in Human Resource Management;

 

(ix) Master’s degree in any of the following disciplines: Human Resource Management, Business Administration or equivalent qualification from a recognized institution;

  • Certificate in Senior Management Course lasting not less than four

(4) weeks from a recognized institution;

  • Bachelor’s degree in any of the following fields: Computer Science/Information Technology, Electrical/Electronic Engineering or equivalent qualification from a recognized institution;

 

  • Master’s degree in any of the following fields: Computer

Science/Information Technology/Systems, Electrical/Electronic Engineering or other degree with or equivalent qualification from a recognized institution;

 

  • Certification in Cisco Certified Network Professional Routing and Switching CCNP(R/S), Dell Certified Professional, VMWare Professional, CCNA

Security. or equivalent qualification from a recognized institution;

OR

Certification in any of the following professions: Cisco Certified Network Associate (CCNA)/Certified Information Systems Auditor (CISA) certification/ Certified Information Systems Security Professional (CISSP) CCIE (Security), Certified

Duties and Responsibilities 

Duties and responsibilities will entail: –

  • Providing input in the preparation of ICT Policy and the strategic and operational plans for the Directorate;
  • Providing strategic and tactical direction for software designing, development, implementation, configuration and usage initiatives that integrate and supplement the enterprise applications;
  • Performing systems analyst activities and making recommendations in areas that require a high level of technical competency;
