Job Description
The holder of the post will be reporting to Deputy Director (Supplies Chain Management Services):
Duties and Responsbilities
- Ensuring the development and implementation of the stores management strategy;
- Providing leadership in the development of the Division’s work plans;
- Supervising the maintenance of stock levels;
- Monitoring the implementation of the procurement budget;
- Supervising the consolidation and disposal of obsolete and excess goods in line with the policy and procedures;
- Ensuring compliance to safety and security regulations of the stores;
- Coordinating periodic physical inventory checks and preparation of monthly inventory reports;
- Ensuring procurement needs are justified and within defined specifications and budgetary allocation;
- Facilitating the preparation of contracts between the user and the legal Directorate;
- Coordinating the Division’s budget preparation;
- Implementing the contract management strategy and framework;
- Providing support in the evaluation of tenders and quotations;
- Providing support in the negotiation of contracts;
- providing guidance to user areas in the development of specifications of goods and services;
- Preparing reports for disposal of goods for management review;
- Managing relationships with the Commission suppliers;
- Coordinating the payment of suppliers;
- Ensuring the development and maintenance of the supplier master file;
- Undertaking analysis of market survey findings;
- Monitoring the implementation of the Division work plans;
- Identifying the training needs of staff in the division;
- Supervising and appraising staff; and
- Mentoring and coaching staff.
Requirements
- Served in comparable position for a minimum continuous period of nine (9) years three (3) of which must have been at a senior management position in a large organization.
- Bachelor’s Degree in Commerce, (Supplies Management Option), Economics, Business Administration or equivalent qualification from a recognized institution;
- Master’s degree in any of the following fields: Business Administration, Supply Chain Management, Economics or equivalent qualification from a recognized institution;
- Membership to the Kenya Institute of Supplies Management (KISM) or Chartered Institute of Purchasing and Supplies (CIPS);
- A Certificate in Senior Management Course lasting not less than four (4) weeks from a recognized institution will be an added advantage.
- Met the requirements of Chapter 6 of the Constitution;
- Certificate in computer application skills; and
- Demonstrated merit and ability as reflected in work performance.
Remuneration Package:
Basic Salary: Kshs.137,460-Kshs.167,098
