Basic Education Permanent Secretary(PS) Dr. Belio Kipsang has cautioned school heads that lunch arrangement for students in secondary school is optional and that it should not be used as a basis of sending students home in the event parents fail to pay.
He said: “Lunch arrangements for students in day secondary schools is optional, PS for Basic Education Dr. Belio Kipsang says adding that it should not lead to exclusion of students in the event parents failure to pay.”

Dr. Belio’s statement comes at a time when schools are grappling with tough economic times occasioned by covid-19 pandemic.
Last month when schools partially reopened seven months after they were closed in March due to corona pandemic, the government deposited Sh3,725 per learner to their operations account and a shilling into the tuition account.
On the first day when grade four, standard eight and form four learners reported, education cabinet secretary professor George Magoha cautioned school heads against sending learners home because of schools fees.
“May i once again plead with our principles and head teachers to ensure that no child is sent home on account of school fees for both private and secondary schools,” said Magoha.
