1. Senior deputy Director

Job Description

Reporting to the Commission Secretary/CEO, this position is responsible for driving the supply chain strategy and ensuring high level service delivery.

Duties and Responsbilities

i. Develop and implement supply chain strategy that ensures timely delivery of goods and services required to deliver Commission’s strategy
ii. Ensures preparation and implementation of annual work plans.
iii. Formulate and implement standard service levels on procurement administration
iv. Review and implement supply chain processes, procedures and policies in line with Public Procurement and Assets Disposal Act 2015.
v. Provide leadership in the preparation, implementation and monitoring of procurement budget to ensure timely allocation of sufficient resources.
vi. Ensure timely and professional implementation of procurement plan.
vii. Ensure the provision of technical support to user directorates in the preparation of their material and service requirements.

Job Description

Job Description

Reporting to the Director (Internal Audit), this position is responsible for the effective management of Internal Audit functions in the Commission.

Duties and Responsbilities

(i) Participate in development of Internal Audit strategy of this section that is aligned to the overall strategy of the Commission
(ii) Coordinate audit activities, monitoring and evaluation of audit programmes.
(iii) Ensure implementation of audit findings and preparation of audit programmes.
(iv) Develop and review of audit guidelines and techniques
(v) Provide leadership in implementation of work plans derived from the audit strategy
(vi) Prepare and seek approval of section budget to ensure proper allocation and efficient utilization of resources

Job Description

Reporting to the Director Human Resources Management and Development, this position is responsible for the development and implementation of the human resources strategy and provision of leadership in Human resources operations.

Duties and Responsbilities

(ii) Implement policies and procedures and monitor compliance of the same.

5. Senior Director- Teacher Management

Job Description

Reporting to the Director, this position is responsible for the provision of leadership in the development and implementation of strategies and structures in regards to teacher management to ensure overall achievement of the Commission objective.

Duties and Responsbilities

(i) Oversee that teacher recruitment is done within the stipulated structures as set in the teacher management policy.
(ii) Lead the process of teacher deployment/transfers and validate administrators requests annually.
(iii) Advise on demand and supply of teachers in order to maintain optimal staffing levels in all learning institutions.
(iv) Analyze and review the strategic objectives of Staffing Division.
(v) Ensure equitable distribution and optimal utilization of teachers in public learning institutions.
(vi) Coordinate management of data and information on teacher management function for easy

8. Deputy Director- ICT (Systems innovations and Development)

Job Description

Reporting to the Senior Deputy Director ICT, this position is responsible for systems administration, security and efficient operations of all computer systems, related applications, hardware and software.

Duties and Responsbilities

i. Provide leadership to the systems team
ii. Advice the management in all aspect of systems development, acquisition and deployment
iii. The design/analysis, development, delivery and ongoing improvement of all Systems Integration processes
iv. Evaluate systems/business processes, procedures and performance areas that need process improvements.
v. Work closely with Vendors, ICT and Commission staff and other stakeholders to identify automation needs and assist in defining software systems functional requirements.
vi. Analyze the entire ERP/Application system (application, Database and Operating System) performance to ensure optimal operational levels.

viii. Manage and support high performance, highly available and mission critical ERP system and other core applications systems for the organization.
ix. Undertake business application/ERP tests in controlled environment before introduction of new solutions in the production environment.
x. Provide leadership in systems implementation team/ developers to ensure optimal Software/hardware sizing to application in order to guarantee service availability and enhance performance.
xi. Conduct continued analysis of the ERP by running systematic tests at random intervals to confirm there are no bugs or security violations Control and monitor all system operations that affect business.

Requirements

iii. Professional ICT qualifications e.g. CCNA, CISM, CCNP or any other certification course from a recognized institution.
iv. Very proficient in at least two of following programing language; PHP, Python, Java, C++
v. Experience with software design and development and developers team leadership.

10. Assistant Deputy Director – Teacher management

Job Description

Reporting to Deputy Director, this position is responsible for the provision of teacher management general administrative support, customer care and data management in the public institutions and TSC at the Headquarters, County and sub-County offices.

Duties and Responsbilities

(i) Supervision of the TSC staff and teachers.
(ii) Ensure all heads of institutions and teachers sign the performance contract and appraisal at the beginning of the year.
(iii) Monitor staff and teachers’ performance and ensure setting of performance targets and signing of the appraisal forms.
(iv) Evaluate the understanding of teachers on the code of regulations, other education policies and enforce compliance.
(v) Manage customer care matters and compile reports on customer queries to document employees’ and clients’ points of concern that may inform policy direction.
(vi) Compile complaints report on matters affecting teachers and forward the report for action.
(vii) Coordinate with field officers and heads of institutions that proper data and information is maintained for teacher management functions for easy references and retrieval.
